CBS expands 'Face the Nation' to 1 hour on Sunday

(AP) ? Five years ago, just off a bout from cancer, Bob Schieffer was set to retire from CBS's "Face the Nation." That never stuck, and now he's doubling his workload.

Starting Sunday, the public affairs program expands to an hour. Vice President Joe Biden, whom Schieffer interviewed Thursday in Milwaukee, is the featured guest. Republican presidential candidates Newt Gingrich and Ron Paul are also booked.

With a presidential campaign under way, it's an attention-getting time for the Sunday morning shows. The landscape changed already this year when George Stephanopoulos returned to the helm of ABC's "This Week" in January.

Although the voluble Biden would seem the perfect guest for a newly expanded show, Schieffer said the move doesn't mean all interviews will be twice as long. Rather, it offers the show a better chance to react to the news, have more guests and feature CBS correspondents Norah O'Donnell and John Dickerson more.

"I don't think you're ever going to see the same kind of 'Face the Nation' twice," said Mary Hager, the show's executive producer. "We've got a lot of flexibility and we're going to take advantage of that flexibility."

Shortly after Schieffer started as host two decades ago, he said his competitor, the late Tim Russert of "Meet the Press," went to his NBC bosses to urge that the show be expanded to an hour. Give me three months, Russert said, and if the ratings don't improve we'll go back to a half-hour.

They never looked back, and Russert dominated Sunday mornings until his death in 2008.

"Tim was the best of the best," Schieffer said. "But the fact of the matter is what propelled them to No. 1 is they went to an hour and they were the first to do that. When they did that, it left us in the dust."

Schieffer repeatedly nagged his bosses to follow suit. He made the same speech when Jeff Fager and David Rhodes took over last year, not expecting much. When they gave the go-ahead, Schieffer said, "I nearly fainted."

(The approval has some strings attached. Rhodes said it will be reviewed after 20 weeks before it is made permanent.)

Ratings and election news figured in the timing. "Meet the Press," now with David Gregory, averaged 3.3 million viewers during the first three months of the year. "Face the Nation" was a close second with 3.09 million, the Nielsen company said. "This Week" had 2.53 million and "Fox News Sunday" averaged 1.15 million. "Face the Nation" is the only broadcast to see its ratings improve over last year.

Betsy Fischer, "Meet the Press" executive producer, said she's all for more Sunday morning TV time.

"When we went to an hour 20 years ago, I remember the big advantage was that it gave us much more flexibility in programming the show," Fischer said. "I suspect it will be beneficial to CBS in that respect as well."

Schieffer said he most felt the disadvantage of a half-hour slot when a guest would be booked mid-week and subsequent news would change what needed to be on the show. Schieffer said he hated to "bump" a guest off in these circumstances. Now, a person could be moved to the second half-hour.

CBS is hoping the change will improve ratings. Some rivals wonder if it might actually hurt, suggesting "Face the Nation" gets a big boost because it follows the popular "Sunday Morning" and that some of that show's viewers may leave "Face" over the course of an hour.

Schieffer, who turned 75 in February, had long planned to retire shortly after he turned 70 in 2007. He even announced it publicly. But he was persuaded to stay for the 2008 election, and retirement never happened.

"I'm just having so much fun," he said. "I don't know what I would do. My wife, who used to want me to retire, has now decided she doesn't want me to retire. She said, 'You would drive me crazy if you retire.' Now that I've got her on the team, I'm going to hang around for a while."

Property tax changes benefit commercial real estate development ...

It's very encouraging to find out that government-initiated reforms accomplish what they intend to do. South Carolina commercial real estate developers in Charleston, and across the state, have noticed the positive impact of recent changes to property tax laws. Many developers have noted that many of the problems that came up during transactions have largely been impacted by the new tax laws.

Last year, the state approved changes to how taxes are assessed at the point of sale for commercial properties and second homes. Prior to the changes, existing tax laws caused significant property tax increases as commercial properties with appreciating values were sold. In some cases, when property tax values climbed, taxes could increase by as much as 25 percent. Oftentimes, tax hikes of that size would disrupt -- even end -- ongoing commercial property transactions. Now, such tax jumps do not occur unless property values have risen by more than 33 percent.

One particular South Carolina developer has noted that these changes have brought several million dollars worth of investments into local communities. In fact, he noted one negotiation during which an investor was hesitant to provide funding largely due to point of sale issues. When the laws changed, many of the investor's concerns were erased. Overall, the developer noted that these changes help to grow the state's economy and provide jobs for those without work.

During major commercial property transactions, there are a number of complications that can arise. Fortunately, a major sticking point in property deals, point of sale, has been addressed by state lawmakers. As a result, Charleston and other South Carolina communities are seeing some of the benefits. On the other hand, some complications that legislation cannot always address, such as title insurance, zoning or access issues, can stall deals that stand to benefit communities. In those cases, the right kind of knowledge and know-how can produce favorable results for those looking to purchase or develop commercial property.

World News - US: North Korea using hackers; food aid suspended ...

WASHINGTON -- North Korea has added sophisticated cyber attack capabilities to its arsenal of threatening weapons and this year is rife with opportunities for military provocations from Pyongyang, senior U.S. defense officials said on Wednesday.

The officials told the House of Representatives Armed Services Committee that North Korea's large conventional military, nuclear weapons programs, ballistic missiles and newer capabilities in cyber warfare were all threats to the United States and its allies in the Asia-Pacific region.

Army Gen. James Thurman, the commander of U.S. Forces Korea, told the panel that a skilled team of hackers was the newest addition to North Korea's arsenal of weapons that also includes chemical and biological weapons.


"Such attacks are ideal for North Korea, providing the regime a means to attack South Korean and U.S. interests without attribution, and have been increasingly employed against a variety of targets including military, governmental, educational and commercial institutions," he said in prepared comments.

Thurman, who leads the 28,000 U.S. troops in South Korea, told the panel that the power transfer following the death in December of leader Kim Jong Il "appears to be proceeding without discernible internal challenges and with significant Chinese political and economic support."

Kim's untested son, Kim Jong Un, estimated to be 28 years old, has eased into power surrounded by allies of his father with so far "no indications the regime will depart significantly from Kim Jong Il's policies," said Thurman.

Peter Lavoy, acting assistant secretary of defense for Asia and Pacific Security Affairs, told the panel the potential for provocations from North Korea in 2012 was a "major concern" of the Pentagon.

From the U.S. perspective, the first provocation will be a North Korean ballistic missile launch slated for between April 12-16. But South Korean elections in April and December might also tempt Pyongyang to take actions to influence Seoul's domestic politics, he said.

Pyongyang says the rocket to be launched to mark what would have been the 100th birthday of deceased state founder Kim Il Sung will carry a weather satellite into orbit. But most outsiders say it is a disguised test of a long-range missile that violates key U.N. Security Council resolutions that ban any such launches.

Food aid suspended
"This planned launch is highly provocative because it manifests North Korea's desire to test and expand its long-range missile capability," said Lavoy. He said the announcement of the launch also broke a missile moratorium North Korea agreed to on Feb. 29 with Washington in exchange for food aid.

According to the BBC, Lavoy said next month's planned rocket launch "reflects [North Korea's] lack of desire to follow through on their international commitments and so we've been forced to suspend our activities to provide nutritional assistance."

The US has not delivered food aid to North Korea since 2009, BBC reported, but it sent officials to the country's ally China earlier this month to finalize plans for renewed food deliveries totaling 240,000 tons.

North Korea relies on foreign aid to feed its people, BBC reported. The country has been struggling with food shortages since a famine in the 1990s.

Many of North Korea's neighbors are concerned about next month's launch of a rocket, which North Korea has said would travel southward toward the Philippines or Indonesia, said Lavoy.

"I don't know if we have any confidence on the stability of the missile or what the impact will be," he said.

The missile launch next month has put on hold diplomatic efforts to coax North Korea back into talks over its nuclear weapons programs that have been frozen for three years.

Pyongyang often shifts tactics between diplomacy and confrontation, said Thurman.

"History tells us that Pyongyang will shift from diplomatic to provocative behavior when conventional diplomacy has run its course and the North Korean leadership perceives coercive diplomacy offers a better chance to realize its objectives," he said.

    Futurity.org ? Arsenic in soil raises cancer concerns

    U. MELBOURNE (AUS) ? A new study based in Australia finds slightly higher rates of some cancers in areas with higher arsenic levels.

    Dora Pearce, a researcher at the University of Melbourne?formerly of the University of Ballarat, where the study was based?explored how soil arsenic levels and cancer rates varied across central Victoria.

    By using 20 years of data from the Victorian Cancer Registry and a measure of soil arsenic derived from geochemical data provided by the University of Ballarat and GeoScience Victoria, Pearce concludes that ongoing recorded monitoring of environmental sources of arsenic is needed.

    The findings are reported in the Journal of Exposure Science and Environmental Epidemiology.

    ?Arsenic is naturally occurring around gold mineralization and is even used as an indicator in gold exploration, so it can be concentrated in soil and mine waste dumps that are still scattered across our landscape,? says Pearce.

    In the Goldfields region, many residential communities have grown up around historical gold mining areas.

    ?Our previous research detected small traces of arsenic in toenail clippings from children living in this region, showing that exposure to arsenic in soil could be an ongoing problem and that we should not be too complacent.

    ?We hope that by raising community awareness of this issue, childhood exposures to arsenic in soil, and future cancer risk, will be reduced in the Goldfields region of Victoria,? says Pearce.

    Documents show NYPD infiltrated liberal groups

    (AP) ? Undercover NYPD officers attended meetings of liberal political organizations and kept intelligence files on activists who planned protests around the country, according to interviews and documents that show how police have used counterterrorism tactics to monitor even lawful activities.

    The infiltration echoes the tactics the NYPD used in the run-up to New York's 2004 Republican National Convention, when police monitored church groups, anti-war organizations and environmental advocates nationwide. That effort was revealed by The New York Times in 2007 and in an ongoing federal civil rights lawsuit over how the NYPD treated convention protesters.

    Police said the pre-convention spying was necessary to prepare for the huge, raucous crowds that were headed to the city. But documents obtained by The Associated Press show that the police department's intelligence unit continued to keep close watch on political groups in 2008, long after the convention had passed.

    In April 2008, an undercover NYPD officer traveled to New Orleans to attend the People's Summit, a gathering of liberal groups organized around their shared opposition to U.S. economic policy and the effect of trade agreements between the U.S., Canada and Mexico.

    When the undercover effort was summarized for supervisors, it identified groups opposed to U.S. immigration policy, labor laws and racial profiling. Two activists ? Jordan Flaherty, a journalist, and Marisa Franco, a labor organizer for housekeepers and nannies ? were mentioned by name in one of the police intelligence reports obtained by the AP.

    "One workshop was led by Jordan Flaherty, former member of the International Solidarity Movement Chapter in New York City," officers wrote in an April 25, 2008, memo to David Cohen, the NYPD's top intelligence officer. "Mr. Flaherty is an editor and journalist of the Left Turn Magazine and was one of the main organizers of the conference. Mr. Flaherty held a discussion calling for the increase of the divestment campaign of Israel and mentioned two events related to Palestine."

    The document provides the latest example of how, in the name of fighting terrorism, law enforcement agencies around the country have scrutinized groups that legally oppose government policies. The FBI, for instance, has collected information on anti-war demonstrators. The Maryland state police infiltrated meetings of anti-death penalty groups. Missouri counterterrorism analysts suggested that support for Rep. Ron Paul, R-Texas, might indicate support for violent militias ? an assertion for which state officials later apologized. And Texas officials urged authorities to monitor lobbying efforts by pro Muslim-groups.

    Police have good reason to want to know what to expect when protesters take to the streets. Many big cities, such as Seattle in 1999, Cincinnati in 2001 and Toledo in 2005, have seen protests turned into violent, destructive riots. Intelligence from undercover officers gives police an idea of what to expect and lets them plan accordingly.

    "There was no political surveillance," Cohen testified in the ongoing lawsuit over NYPD's handling of protesters at the Republican convention. "This was a program designed to determine in advance the likelihood of unlawful activity or acts of violence."

    The result of those efforts, however, was that people and organizations can be cataloged in police files for discussing political topics or advocating even legal protests, not violence or criminal activity.

    By contrast, at the height of the Occupy Wall Street protests and in related protests in other cities, officials at the U.S. Homeland Security Department repeatedly urged authorities not to produce intelligence reports based simply on protest activities.

    "Occupy Wall Street-type protesters mostly are engaged in constitutionally protected activity," department officials wrote in documents obtained under the Freedom of Information Act by the website Gawker. "We maintain our longstanding position that DHS should not report on activities when the basis for reporting is political speech."

    At the NYPD, the monitoring was carried out by the Intelligence Division, a squad that operates with nearly no outside oversight and is so secretive that police said even its organizational chart is too sensitive to publish. The division has been the subject of a series of Associated Press articles that illustrated how the NYPD monitored Muslim neighborhoods, catalogued people who prayed at mosques and eavesdropped on sermons.

    The AP left phone messages with Cohen and two NYPD press officers last week seeking comment about the undercover operation in New Orleans. They did not return the calls.

    The NYPD has defended its efforts, saying the threat of terrorism means officers cannot wait to open an investigation until a crime is committed. Under rules governing NYPD investigations, officers are allowed to go anywhere the public can go and can prepare reports for "operational planning."

    Though the NYPD's infiltration of political groups before the 2004 convention generated some controversy and has become an element in a lawsuit over the arrest, fingerprinting and detention of protesters, the surveillance itself has not been challenged in court.

    Flaherty, who also writes for The Huffington Post, said he was not an organizer of the summit, as police wrote in the NYPD report. He said the event described by police actually was a film festival in New Orleans that same week, suggesting that the undercover officer's duties were more widespread than described in the report.

    Flaherty said he recalls introducing a film about Palestinians but spoke only briefly and does not understand why that landed him a reference in police files.

    "The only threat was the threat of ideas," he said. "I think this idea of secret police following you around is terrifying. It really has an effect of spreading fear and squashing dissent."

    Before the terrorist attacks of September 2001, infiltrating political groups was one of the most tightly controlled powers the NYPD could use. Such investigations were restricted by a longstanding court order in a lawsuit over the NYPD's spying on protest groups in the 1960s.

    After the attacks, Cohen told a federal judge that, to keep the city safe, police must be allowed to open investigations before there's evidence of a crime. A federal judge agreed and relaxed the rules.

    Since then, police have monitored not only suspected terrorists but also entire Muslim neighborhoods, mosques, restaurants and law-abiding protesters.

    Keeping tabs on planned demonstrations is a key function of Cohen's division. Investigators with his Cyber Intelligence Unit monitor websites of activist groups, and undercover officers put themselves on email distribution lists for upcoming events. Plainclothes officers collect fliers on public demonstrations. Officers and informants infiltrate the groups and attend rallies, parades and marches.

    Intelligence analysts take all this information and distill it into summaries for Police Commissioner Raymond Kelly's daily briefing, documents show.

    The April 2008 memo offers an unusually candid view of how political monitoring fit into the NYPD's larger, post-9/11 intelligence mission. As the AP has reported previously, Cohen's unit has transformed the NYPD into one of the most aggressive domestic intelligence agencies in the United States, one that infiltrated Muslim student groups, monitored their websites and used informants as listening posts inside mosques.

    Along with the political monitoring, the document describes plans to use informants to monitor mosques for conversations about the imminent verdict in the trial of three NYPD officers charged in the 2006 shooting death of Sean Bell, an unarmed man who died in a hail of gunfire. Police were worried about how the black community, particularly the New Black Panther Party, would respond to the verdict, according to this and other documents obtained by the AP.

    The document also contained details of a whitewater rafting trip that an undercover officer attended with Muslim students from City College New York.

    "The group prayed at least four times a day, and much of the conversation was spent discussing Islam and was religious in nature," the report reads.

    Eugene Puryear, 26, an activist who attended the New Orleans summit, said he was not surprised to learn that police were monitoring it. He said it was entirely peaceful, a way to connect community organizers around the issues of racism and the rights of the poor. But he described it as a challenge to corporate power and said the NYPD probably felt threatened by it.

    "From their perspective, they need to spy on peaceful groups so they're not effective at putting out their peaceful message," he said. "They are threatened by anything challenging the status quo."

    Spacecraft's Wild Ride To Mercury Yields Surprises

    There's a small spacecraft called Messenger that's been orbiting the planet Mercury for a year. Today, at the Lunar and Planetary Science Conference in Houston, astronomers revealed what they've learned about the innermost planet in our solar system, and some of the new knowledge is puzzling.

    Maria Zuber, a planetary scientist at the Massachusetts Institute of Technology, studied a large crater 900 miles across called Caloris.

    "The northern half of Caloris has actually been uplifted so that it's actually higher than its rim," she says. "And of course craters are holes in the ground, but this hole in the ground has been uplifted so high that the base of the crater is above its rim."

    Another surprise is how big Mercury's core is.

    It's big.

    A Long, Twisted Path To Mercury

    It took the Messenger spacecraft nearly eight years to reach orbit around Mercury. Follow the topsy-turvy path the probe took to reach the planet closet to the sun.

    Zuber says to get an idea, if Mercury were an orange, the core would be the size of the fruit, while the outer crust and mantle would only be as thick as the orange peel. For comparison, if the Earth were an orange, the peel and fruit would be about the same width.

    Astronomers like Zuber have been waiting for a long time for Messenger's data. The spacecraft launched nearly eight years ago, on Aug. 3, 2004.

    Now you may be thinking, "Wait a minute. Mercury isn't all that far from the Earth. That's spitting distance in astronomical terms. Heck, it's less than 50 million miles at its closest approach. Why does it take so long to get there?"

    Zuber says the answer is gravity. Mercury's orbit is closer to the sun than the Earth's, and if you launch a rocket toward the sun, the sun's gravity is going to cause your spacecraft to speed up.

    "And in order to get into orbit around the planet, the spacecraft has to slow down enough for the planet's gravity field to capture it," she says.

    If you have a giant rocket engine, you can use that like a retrorocket to counteract the sun's pull, just like Scotty does when the Starship Enterprise is about to fall into a black hole. But Messenger didn't have a giant engine.

    So instead, it used the gravity of other planets to slow it down with respect to the sun. In a trajectory worthy of Rube Goldberg, Messenger looped once around the Earth, then made two close encounters with Venus. When it arrived at Mercury in 2008, it was still going too fast, so it flew by Mercury three times, slowing down a little more each time. "The fourth time it came by Mercury it was slowed down enough that when we fired the main engine, Mercury's gravity field was able to capture it," says Zuber. Messenger has been orbiting Mercury since March 2011.

    Sean Solomon of the Carnegie Institution for Science is another one of Messenger's principal scientists. He says the spacecraft's original mission was supposed to end after one year, but things were going so well they persuaded NASA to extend the mission. "Just on Sunday we began the Messenger extended mission," he says.

    The extended mission is scheduled to last another year, so astronomers expect they'll have more to say at next year's meeting.

    The reports presented at today's conference will also appear in this week's edition of the journal Science.
