Contraception mandate outrages religious groups

The Obama administration's decision requiring church-affiliated employers to cover birth control was bound to cause an uproar among Roman Catholics and members of other faiths, no matter their beliefs on contraception.

The regulation, finalized a week ago, raises a complex and sensitive legal question: Which institutions qualify as religious and can be exempt from the mandate?

For a church, mosque or synagogue, the answer is mostly straightforward. But for the massive network of religious-run social service agencies there is no simple solution. Federal law lays out several criteria for the government to determine which are religious. But in the case of the contraception mandate, critics say Health and Human Services Secretary Kathleen Sebelius chose the narrowest ones. Religious groups that oppose the regulation say it forces people of faith to choose between upholding church doctrine and serving the broader society.

"It's not about preventing women from buying anything themselves, but telling the church what it has to buy, and the potential for that to go further," said Sister Carol Keehan, president of the Catholic Health Association, representing some 600 hospitals.

Keehan's support for the passage of the Obama health care overhaul was critical in the face of intense opposition by the U.S. bishops. She now says the narrowness of the religious exemption in the birth control mandate "has jolted us." She pledged to use a one-year grace period the administration has provided to "pursue a correction."

The U.S. Health and Human Services Department adopted the rule to improve health care for women. Last year, an advisory panel from the Institute of Medicine, which advises the federal government, recommended including birth control on the list of covered services, partly because it promotes maternal and child health by allowing women to space their pregnancies. The regulation includes a religious exemption if an organization qualifies. Under that provision, an employer generally will be considered religious if its main purpose is spreading religious beliefs, and if it largely employs and serves people of the same faith. That means a Catholic parish likely would qualify for a religious exemption; a large church-run soup kitchen probably would not.

Employers that fail to provide health insurance coverage under the federal law could be fined $2,000 per employee per year. The bishops' domestic anti-poverty agency, Catholic Charities, says it employs 70,000 people nationwide. The fine for the University of Notre Dame, the most prominent Catholic school in the country, could be in the millions of dollars.

HHS says employers can appeal a decision on whether they qualify for an exemption. But Hannah Smith, senior counsel for the Becket Fund for Religious Liberty, said, "The mandate vests too much unbridled discretion in the hands of government bureaucrats."

Mandates for birth-control coverage are not entirely new for religious groups. Twenty-eight states already require contraceptive coverage in prescription drug plans. Of those states, 17 offer a range of religious exemptions, while two others provide opt-outs of other kinds. However, opponents of the HHS regulation say there is no state mandate as broad as the new federal rule combined with a religious exemption that is so narrow.

Even in states where the requirement already exists, the issue is far from settled.

Wisconsin's 2009 contraception mandate did not include a religious exemption, but allowed an exception for employers who self-insure. While some dioceses in the state were able to self-insure, others couldn't afford to do so. The Diocese of Madison, Wis., ended up offering a policy with birth-control coverage, but asked employees to follow church teaching and not use the benefit. Local bishops continued to lobby state lawmakers for an exemption. But leaders knew a national health care overhaul was in development and hoped the federal law would be an improvement, said John Huebscher, executive director of the Wisconsin Catholic Conference, the public policy arm of the state's bishops.

In California, whose religious exemption served as the model for the Obama administration, dioceses and some church-run agencies were able to self-insure, said Carol Hogan of the California Catholic Conference, but that option is for the most part unavailable under the federal health care law. Church-run groups could have stopped offering insurance to their employees, but considered that option unfair to workers.

The bishops have responded sharply to the regulation, launching a nationwide campaign against the mandate.

Bishops in more than 140 dioceses issued statements that were read at Mass last weekend. Bishop William Murphy of Rockville Centre, N.Y., called the requirement "a radical incursion on the part of our government into freedom of conscience." Bishop David Zubik of Pittsburgh wrote that "the Obama administration was essentially saying 'to hell with you,' particularly to the Catholic community by dismissing our beliefs, our religious freedom and our freedom of conscience."

The Becket Fund had previously filed two federal lawsuits over the regulations on behalf of Belmont Abbey College, a Catholic liberal arts school near Charlotte, N.C., and Colorado Christian University, an evangelical school near Denver. Both challenge the mandate as a violation of several freedoms, including the Religious Freedom Restoration Act, which says the government cannot impose a substantial burden on the free exercise of religion. The fine for Belmont Abbey would be more than $300,000 for the first year, and more than $500,000 for Colorado Christian, Smith, the Becket Fund counsel, said.

Many conservatives are also supporting legislation by Rep. Jeff Fortenberry, R-Neb., that would codify a series of exceptions to the new health care law on religious and conscience grounds

For religious-affiliated employers, the requirement will take effect Aug. 1, 2013, and their workers in most cases will have access to coverage starting Jan. 1, 2014. Women working for secular enterprises, from profit-making companies to government, will have access to the new coverage starting Jan. 1, 2013, in most cases.

Workplace health plans will have to cover all forms of contraception approved by the Food and Drug Administration, ranging from the pill to implantable devices to sterilization. Also covered is the morning-after pill, which can prevent pregnancy after unprotected sex and is considered tantamount to an abortion drug by some religious conservatives.

There is no mandate to cover abortions. But that is little comfort to Catholic leaders, since the regulation violates other church teachings.

White House spokesman Jay Carney said Thursday that the administration will not reconsider the decision.

Skiing is a very efficient way of travelling over long distances of snow and individuals have been using it as such for thousands of years. In fact, the first recorded example of skiing was discovered in Norland, Norway and it has been dated back to 5000 BC. Skiing has been used for rapid travel, hunting and warfare ever since then and probably before.

However, there are basically three kinds of skiing, namely, Nordic, Telemark and Alpine skiing. Skiing was made popular for the international market by Sondre Norheim in the late Nineteenth Century, which coincided with Europeans becoming more adventurous in their choice of foreign vacations ? well, for the rich anyway.

Telemark skiing was developed in the Nineteen-Seventies from his ideas on skiing. However, the development of skiing techniques did not quit there. The Austrians, Mathias Zdarsky and Hannes Schneider were instrumental in expanding techniques further, although one cannot help thinking that the skiers of seven thousand years ago knew most of those techniques way back then too.

As skiing has become more and more popular over the last sixty or seventy years, so more and more skiing resorts have sprung up. There are skiing locations all over the world, but the most famous and well-liked are in Europe, particularly in Scandinavia and mainland Europe.

There are skiing locations in the Pyrenees on the border of Spain and France, in Croatia and in Italy, but the most famous resorts are in the Swiss and French Alps, which are in point of fact adjoining. There are even skiing resorts in Scotland.

However, there are also equally good skiing resorts in the United States, Canada and Asia. Wherever, you go skiing, there are things that a skier needs to get in order to be able to ski. a skier needs warm clothing and skiing apparatus. If you are a frequent skier, then you can buy your own clothing and your own equipment, but for most skiers, renting is good enough. At least, if you rent apparatus you do not have to carry lumpy gear around with you.

Resorts have ski runs of different skill levels, but you can also ?go off piste?, which means ski the wild, untended slopes. This is a great deal more dangerous as these slopes are not tended, cleared or manned, so there is more chance of an accident and less opportunity that you will be found if you be into trouble. Avalanches are also less well predicted for off piste ski slopes.

Skiing is a sport that anyone can learn, but it is not easy to learn. The earlier that someone begins the better. Skiers take tumbles and older bones break more easily than younger ones. Novices fall more often than experts, so it makes sense to learn how to ski whilst you are young.

However, do not let that put you off, it is only a warning to be sensible. If you have always wished to learn to ski, then go for it, but please do yourself a favour and learn the safety rules of skiing as well.

What a Real-Time Copy of the Mona Lisa Reveals About Leonardo (Time.com)

The most mysterious painting in the history of European art just got a little more mysterious. For centuries, Madrid's Prado museum has held what was believed to be a mere replica of Leonardo da Vinci's masterpiece, the Mona Lisa. But researchers at the museum recently discovered that their copy wasn't just any copy. Thanks to the use of infrared technology, they deduced that the work was not only painted in Leonardo's workshop, by one of his students, but that it was done at the same time as the master was completing the original.

Although the copy, which depicts La Gioconda with a narrower face, redder dress, and significantly more pronounced eyebrows than the original, has been in the Prado's collection for centuries, no one thought much of it, and it was generally attributed to an unknown Flemish artist. But when the Prado's conservators began to study it in preparation for an upcoming show in Paris, they realized there might be more to the work than previously recognized. Using infrared technology, they detected a lush Tuscan landscape -- the same as in Leonardo's original -- hiding beneath the coat of black varnish that had been added probably in the 18th century and obscured the original background. That wasn't all they found. Infrared reflectography can reveal the sketches -- called underdrawings -- and changes that a painter makes in the course of composing a work. By comparing reflectography images taken of the Mona Lisa in 2004 with the copy (they matched), Prado conservators determined that the replica was painted while Leonardo was himself still at work on the original. "There is textual evidence from contemporary observers that Leonardo had assistants in his workshop making copies," says Miguel Falomir, the Prado's curator of Italian Renaissance art. "This is the first time we've found technical evidence of it as well."

The painting is still being cleaned and restored, but the findings were presented two weeks ago at a technical conference for specialists held in conjunction with the blockbuster Leonardo exposition currently on show at the National Gallery in London. The reaction from experts in the field has been unanimously positive. "So far, I haven't heard one discordant voice," says Falomir.

Which isn't to say that the discovery hasn't raised questions, including who painted it and when. "It had to have been a pupil, and someone very close to Leonardo at the time," says Matthew Landrus, art historian at Oxford University and the Rhode Island School of Design. "And no one was closer than Andrea Salai and Francesco Melzi." Still, he points out, that there is no definite evidence of their work. Salai, who some historians believe became Leonardo's lover, entered the workshop in 1490; Melzi, whom the Prado believes to be the likelier author, joined around 1506. But the bigger question is why Leonardo would have had his students replicating his work in the first place. Certainly the practice of making copies was not unique to him; many Renaissance artists had their students attempt to recreate their work. The reason may have been pedagogical, but more likely, says Falomir, it was financial. "When people think about these great geniuses creating, they forget that even these artists had to eat. Selling copies was a way of earning money."

Landrus suggests it may have been more than that. After all, the Mona Lisa was still in Leonardo's possession when he died. It was never turned over to Francesco del Giocondo, the man who, according to 16th-century biographyer Giorgio Vasari, had commissioned the portrait of his wife, Lisa Gherardini, in celebration of the birth of their second son. "It's possible that Leonardo realized, 'Hey, I've got a pretty good painting here,' and had the copy made so he could keep something for himself," says Landrus. "Only later did he recognize that he didn't have to give the original away."

But Alison Wright, a specialist in Italian art at University College London who attended the meeting where the Prado discovery was presented, sees the copying as contemporary recognition of Leonardo's importance. "It's just conceivable that there was a copy made to sell, but it's an odd painting, and a commissioned portrait, so it's hard to imagine what the market would be," she says. "It's more likely that it was a matter of Leonardo's students recording his every movement, even while they were still falling from his brush." (MORE: How Do Experts Authenticate Art?)

The discovery is already causing art historians to re-examine their understanding of how Leonardo's studio functioned, and to revise the picture they have of how the most famous painting in Western art captured a singular moment between sitter and artist. "Once again," says Wright, "we see that technical analysis can shed light on a case we thought was shut."

But if the Prado copy raises new mysteries, it also clarifies some things. The newly-restored copy, with its gleaming landscape in the background and sharp lines defining the spindle of the chair and the ruffle of the bodice, fills in details obscured by the yellowing varnish on the real Mona Lisa. "The original hasn't been restored in a long time," says Prado curator Falomir. "The copy invites you to see it with new eyes."

Under fire, Komen CEO denies politics in Planned Parenthood cuts

Ambassador Nancy Brinker of the Susan G. Komen Foundation explains the organization's choice to stop funding for Planned Parenthood.

The founder and chief executive for Susan G. Komen for the Cure on Thursday flatly rejected accusations that the organization caved to political pressure in cutting ties to Planned Parenthood, a move that has ignited a firestorm of controversy.

In one of her first live comments since the Tuesday announcement, Ambassador Nancy G. Brinker told NBC?s Andrea Mitchell that the decision was made to revamp and strengthen the way the organization makes grants.

?This is not a political decision,? Brinker told Mitchell. ?We operate from one set of standards every day."

Brinker said Komen?s motivations had been ?mischaracterized? and that they stemmed?from an overhaul of criteria for awarding funds.

?Many of the grants we were doing with Planned Parenthood do not meet the new standards,? Brinker said.

Her comments were challenged by Sen. Barbara Boxer, D-Calif., who also appeared on the show. Boxer accused Brinker of trying to ?change the story,? in which officials first said that Planned Parenthood funds were being cut because of pending investigations.

?This is a complete revisionist comment she is making about why suddenly Planned Parenthood lost this funding,? Boxer said.

Mitchell questioned Brinker about the apparent growing anger over the decision, including a huge swell of response on Facebook and Twitter in which long-time supporters say they?re cutting up pink ribbons, a longtime symbol of the Komen group.

However, Brinker said she?s heard from many who back the decision.

?The responses that we are getting are really, really favorable,? Brinker said.

Planned Parenthood provides abortion, birth control and other health services to women. It had received about $700,000 annually from Komen to provide access to mammograms for low income women. The grants provided screening services to about 170,000 women in the past five years, Boxer said.

The Komen foundation, known for its Race for the Cure fundraisers, has collected more than $1.9 billion for breast cancer research and programs. It has affiliates in more than 100 U.S. cities and 50 countries.
