Keystone?s benefits to the U.S. and Canada

Gary Doer, the Canadian ambassador to the United States, was right to respond as he did to President Barack Obama?s comments on the proposed Keystone XL pipeline in the New York Times on Sunday.

Mr. Obama observed that only about 2,000 jobs would result directly from the construction of the pipeline: ?a blip relative to? the size of the American economy. The Republicans in Congress may be emphasizing the creation of jobs, but this debate is a distraction that misses the main point.

Mr. Doer emphasized the much more important argument in favour of an increase of pipeline capacity. There is a major economic benefit to both countries in relieving the pressure on North American railways to provide an increasing proportion of oil and gas shipments.

The horrific railway disaster at Lac-M?gantic, Que., is an extreme case, in which errors were evidently made , with tragic and catastrophic results. Nonetheless, it can fairly be characterized as one of the many symptoms of the larger pattern of a shortage of pipeline capacity.

Pipelines are of course imperfect, but safer (and less expensive) than railways, as carriers of oil and gas.

In March, the State Department provisionally concluded that Keystone would probably not have a substantial environment impact, and more particularly would ?not significantly exacerbate carbon pollution.? The State Department has also recognized that Canadian companies would continue to export crude oil from the oil sands, by way of a number of routes, whether or not Keystone is built.

Nonetheless, the Canadian government should be concerned that Mr. Obama may be increasingly militant on the environment in his second term, as part of the legacy he hopes to leave. In the same interview, he said: ?There is no doubt that Canada at the source in those tar sands could potentially be doing more to mitigate carbon release.? Consequently, Canada needs to make a convincing case that it is as serious as the United States about its environmental and climate-change policies.

There are alternatives to the Keystone route, but it is conveniently direct. The federal government should persist in demonstrating its mutual benefits for the United States and Canada.

U.N. promises to beef up Golan Heights contingent after Philippines threatens to withdraw its troops

The Philippines? top diplomat said Wednesday that he had reversed an earlier recommendation and now backs an international appeal for more than 300 Filipino peacekeepers to stay in the increasingly dangerous Golan Heights for six months after the United Nations promised to bolster their security.

Foreign Secretary Albert del Rosario told a news conference that U.N. officials assured him in a recent meeting in New York that they would fulfil three conditions laid down by the Philippine government, including providing the peacekeepers, who are mostly Filipino army troops, with more self-defence weapons and armour.

The Philippines has also asked the U.N. to increase the number of peacekeepers back to 1,250 as earlier agreed after a number of countries withdrew their contingents amid escalating hostilities. It also wants each batch of Filipino peacekeepers to be deployed for only six months instead of one year to allow for better assessment of security risks, del Rosario said.

Austria announced recently that it would remove its 377 peacekeepers from the 911-member U.N. peacekeeping force, which also includes troops from India who deal mostly with logistics. That left the Philippines with its 340 soldiers as the largest single contributor.

Croatia withdrew in March for fear its troops would be targeted. Japanese forces have also withdrawn.

?We said that we don?t want a situation where we?re the only ones exposed,? del Rosario said.

He said the U.N. would likely get additional troops from Fiji and Ireland and expand the current contingent back to a force of 1,250 by October.

A recent U.N. Security Council resolution sought an additional $8 million to improve security of and acquire more weapons for the peacekeepers, but wanted them to have a one-year deployment. The one-year deployment, however, is to be enforced starting in 2015, so U.N. officials could still allow Filipinos to be replaced every six months before then, del Rosario said.

Del Rosario asked President Benigno Aquino III in May to withdraw the Filipino peacekeepers from Golan due to escalating hostilities between Syrian rebels and government troops in the U.N.-patrolled buffer zone that separates Syria from the Israeli-occupied plateau.

His recommendation followed two separate abductions of Filipino peacekeepers and the wounding of another in fighting in recent months between Syrian government and rebel forces.

U.N. Secretary-General Ban Ki-moon, U.S. Secretary of State John Kerry and other governments then appealed to the Philippines to reconsider the planned withdrawal, warning of ?maximum volatility? in Golan after a number of countries decided to withdraw their peacekeeping forces.

?We received many calls from the (U.N.) secretary-general and from various other countries that our leaving would probably create a situation where there will be maximum volatility,? Del Rosario said.

After U.N. officials agreed to the Philippine conditions, del Rosario said he asked Aquino to allow the Filipinos to stay in the Golan for at least six months beyond Aug. 11, when they have to be replaced by a fresh batch. He said Aquino would likely approve the plan.

Aquino has said the changes he was looking for included additional equipment and enhanced security for the peacekeepers, and better rules of engagement.

?If there is no change in the conditions, it might be an undoable mission and our poor troops will be in the middle of two potentially clashing forces, and they cannot defend themselves,? Aquino said.

Government set to revive SSB to recruit private college teachers

The Department of Higher Education has decided to revive the Service Selection Board (SSB) to look after recruitment of teachers for non-government colleges. The decision has received the State Government?s approval as well.

At present, teachers in non-government colleges are appointed directly by college management and there have been allegations galore by students and their guardians that the candidates appointed by authorities of such colleges are not qualified enough to fit in as the teachers.

The decision has been taken to centralise and streamline the process of recruitment to non-government colleges.

While the SSB will look into recruitment of teaching and non-teaching staff (posts of librarian, lab assistant, physical education trainer, junior clerks and attendants) in the non-government colleges, it would also select non-teaching staff for Government colleges in the State, said Secretary of the Department Gagan Dhal.

?The private colleges will send their requisition for teachers to the SSB which will select candidates. Final approval to the recruitment will be given by the State Government,? he added.

The SSB was lying defunct for over 20 years in the absence of any official recruitment drive.

After its inception, the Board functioned like a parallel body to Odisha Public Service Commission (OPSC).

While OPSC looked into selecting teachers for Government colleges, the Board selected teachers for the private colleges.

Mihir Das, OIC of Performance Tracking Cell of the Department, informed that the SSB will have the Director of Higher Education as the president, a retired professor as the member and an in-service reader as the secretary.

??At present, there is no regulatory mechanism to check qualifications of the candidates appointed by private colleges. The Board will act as a screening body for the appointments.

Besides, the State Government will have a say in the appointments as it helps private colleges with financial aid in the form of block grant,? Das added. There are over 2100 private colleges in the State.

Educationists have, however, termed it as a delayed move.

?With a lot many students studying in private colleges, the decision to revive this Board is a welcome move as it would ensure appointment of quality teachers. But this is too little and too late as such a step should have been taken much earlier for the sake of better education,? said former principal of BJB College Suresh Chandra Patnaik.

(AP) ? With Michael Phelps cheering from the stands and a big assist from a teammate, Missy Franklin got off to a thrilling start in her own quest to win eight gold medals at the world championships.

Too bad the U.S. men didn't have Phelps for their relay.

Megan Romano turned in a brilliant anchor leg to ensure Franklin of a gold in the women's 400-meter freestyle relay Sunday evening, chasing down the Australians in the last, furious strokes.

Coming off a starring role at the London Olympics, Franklin is now one-for-one in Barcelona.

"Oh, my gosh, it was amazing!" said Franklin, who clutched hands with teammate Natalie Coughlin at the edge of the pool as they cheered on Romano. "We knew Megan could do it."

Overall, it was good start for the American team on the first night of pool swimming at the arena atop Montjuic. Katie Ledecky, still only 16 and preparing to start her junior year of high school, nearly broke the world record while winning the women's 400 free. Connor Jaeger pulled out a bronze in the men's 400 free, which was won in dominating fashion by China's Sun Yang.

It looked as though the final race of the night would produce another red, white and blue celebration.

Turns out it did ? but it was Le Tricolore that waved throughout the Palau Sant Jordi when the French rallied to snatch the gold away from the Americans in the men's 400 free relay.

In a repeat of their stirring comeback at last summer's Olympics, Jeremy Stravius chased down Jimmy Feigen to set off a wild celebration among the huge French contingent in the stands.

"I actually didn't even see them until the last five meters," Feigen said. "Maybe I should have paid more attention to them."

Maybe the result would have been different if Phelps had not retired after London. He is in Barcelona to make some promotional appearances and attend the evening finals, but only as a fan. The swimming world is abuzz with speculation that he's planning a comeback, but not yet.

"He was texting me," said Bob Bowman, coach of the U.S. men's team and Phelps' longtime mentor. "He was disappointed we got beat. He was just giving me his critique. It was right on."

Of course, Phelps was on the relay team that lost in London. He helped give the Americans what looked to be a commanding lead, but Ryan Lochte couldn't hold off Yannick Agnel's furious charge for gold on the anchor leg.

This time, Agnel went out first for the French, and he was next-to-last when he handed off to Florent Manaudou. France was still only fourth after a blistering 100 by Fabien Gilot (the fastest of the night, 46.90). The U.S. was slightly ahead of the Australians when Anthony Ervin passed it off to Feigen.

He couldn't hold off Stravius, who touched the wall in 3 minutes, 11.18 seconds. The Americans took silver in 3:11.42, while Russia claimed the bronze in 3:11.44. The Aussies faded to fourth.

Phelps was in no shape to swim, even if he wanted to. He arrived at the arena wearing a boot cast on his right foot, having sustained some sort of minor stress fracture that apparently worsened from playing golf.

"I tried to get him on the relay but he didn't want to do it," U.S. assistant coach Mike Bottom said jokingly. "Bob actually was giving him a tough time. He was like, 'Hey, you ready to go? Let's go.' But he was limping around."

Even so, Agnel was asked whether he was glad to see Phelps in the stands rather than in the pool.

"I don't understand the question," the Frenchman quipped.

No swimmer has ever won eight golds at the world championships. Phelps came oh-so-close in 2007 when he won his first seven events but never got a chance in the eighth. The Americans were disqualified in the preliminaries of the 400 medley relay while Phelps was resting up to swim in the final.

The following year, of course, he won a record eight golds on a much bigger stage, the Beijing Olympics.

Franklin, now 18 and getting ready to go off to college at Cal-Berkeley, won four golds and a bronze in London. She just missed out on medals in the 100 and 200 free ? events she will again swim at the worlds along the 50 back, a non-Olympic event.

"I'm right where I was last summer, which gives me a lot of confidence going into the rest of the meet," Franklin said. "I think I am a little stronger in my backstrokes than my freestyles, but I've done a lot of work on my freestyle the past year so I really hope that it's going to be up there."

She was far behind on the opening leg after a blistering start by Australia's Cate Campbell. Coughlin and Shannon Vreeland chipped away at the Aussie lead before Romano finished the job. She edged Coutts by 0.12 seconds with a winning time of 3:32.43. The Netherlands finished another 3 seconds behind for the bronze.

"I just love to race. And relays are awesome," Romano said. "It's great competing for these girls next to me. I was doing it for them. It's fun and I love it. I can't not go fast."

Ditto for Ledecky, who's also planning a grueling program at these worlds that includes the 800 and 1,500 free. It looks likes she can handle the load, her star still on the rise after a stunning gold medal in the 800 at the London Olympics when she was a complete unknown internationally.

"It is easier," she said. "I am a lot more relaxed on the international stage after having the Olympics as a first international competition. It's just great to get back to a top international competition and to do well."

The only drama in her race was whether the world record would fall. She was on pace much of the race before winning with a time of 3:59.82 ? a mere 0.67 seconds off the mark set by Italy's Federica Pelligrini back in 2009 in one of those rubberized suits that are no longer allowed.

Melanie Costa of Spain took silver in 4:02.47, while the bronze went to New Zealand's Lauren Boyle in 4:03.89.

"I'm still in shock over the time," Ledecky said. "The U.S. has such a great tradition of distance swimmers, so I'm just trying to do my best to live up to that."

Sun looked as though he barely exerted himself winning the first final of the night.

The towering swimmer hopped out of the pool and flexed his fists for the crowd after winning the men's 400 free in 3:41.59, far ahead of silver medalist Kosuke Hagino of Japan (3:44.82). Jaeger was next in 3:44.85.

"I had a pretty good time for me because I don't have a major challenger here," said Sun, who won two golds, a silver and a bronze at the London Games. "If I had had one, I would have gone a lot faster."

Why the mega merger of advertising giants Omnicom & Publicis ...

Earlier this year I wrote that we have entered an era where every company is a technology company and technology is every company. Not a day goes by when the idea isn?t reinforced by the headlines. Today, it is a mega-merger of ad-giants,?Publicis Groupe of Paris, France and Omnicom of New York.

A decade ago, a big ticket merger in advertising world wouldn?t merit any attention in Silicon Valley, but we are living in a new and exciting times ?? media, content and technology are now in a sailor?s knot. Today the idea of what is media is being transformed by the emergence of two new mediums ? the wired and wireless broadband. All our concepts of media containers ? television, newspaper, magazines are coming under question be changing demographic and consumer behaviors.

These are as much a challenge (and opportunity) for startups and new media leviathans like Facebook as they are for advertising companies and that is why I find the merger between two of the six biggest advertising giants Publicis and Omnicom interesting.

The deal

The two companies jointly announced their merger plans earlier today and said that the new company of which they will each own 50 percent will be called?Publicis Omnicom Group and will have revenue of $23 billion and market capitalization of $35.1 billion. It will trade under the ticket OMC on the New York Stock Exchange and Euronext. The holding company will be based in Netherlands.

The new company will zoom past current market leader WPP which has revenue of $5.6 billion and market capitalization of $20 billion. According to AgeAge, their US revenues will be $11.4 billion, twice as much as WPP. Needless to say, there is going to be?interesting antitrust implications. And needless to say, there are other issues. For instance,?PepsiCo is an Omnicom account while Coca Cola is with Leo Burnett. AT&T is with Omnicom and Verizon is a Publicis account. The list of conflicts is about as long as the press release itself.

Internet deflates

The aggregation of clients makes some sense, especially as we continue to see a shift to the digital. Since 1920, the US advertising industry revenues have hovered between 1 percent to 3 percent of the US gross domestic product. This pie is now shared between television, newspapers, magazines, radio, cable with Google, Facebook, Twitter, Yahoo and thousands of other digital outlets. Of course, Internet often brings measurability, targeting and interactivity ? which leads to a sort of deflationary pressure on industries that have traditionally benefited from ambiguity. Stock brokerages and travel industry were the first two industry to be baffled by this new reality.

According to?Understanding the Economics?of Digital Compared to Traditional?Advertising and Media Services, a report authored by?Joe Burton for?4A?s, a New York-based trade association representing the advertising agency business, ?if traditional ad services require staffing and fees that imply an effective commission rate in the range of 12%?15%,? then the digital typically requires ?resources equating to an effective commission rate ranging from 25%?30%.? The only difference is that while the agencies are spending more money on digital, the media spend is going to be lower mostly as a result of better targeting, measurement and proven effectiveness increases.? So, the ad-indsutry?s on-going economic shuffle is one way to understand the imperative of this deal.

The Silicon Valley connection

That said, Publicis Omnicom Group will have a lot of say in Silicon Valley. eMarketer estimate that the digital advertising globally will be $116 billion this year, while North America alone will snag $45.12 billion of that. And spending on mobile advertising worldwide is expected to increase 79.7% to $15.8 billion this year, eMarketer estimates, up from just $8.8 billion last year.

Given the reliance of Google, Yahoo and Facebook on ad-dollars and (thus in turn their fiscal health, which leads to them acquiring startups.) The new company will have a bearing on the fortunes of upstarts such as Foursquare, Twitter, ?Snapchat and dozens of others who are experimenting with new advertising and marketing formats. The Publicis-Omincom combo controls a lot of dineros!

153076Of course, the giant company knows that it too has to think about the new digital future.While announcing the deal, Publicis CEO Maurice Levy hinted the need for advertising agencies to embrace the data culture. The new merged company plans to extensively invest in big data and essentially look for ways to narrow target audiences.

He acknowledged that like all traditional media companies, the challenge is Google, Facebook and Twitter. Levy has been snapping up digital ad agencies with rapid speed spending $575 million on Rosetta and earlier this year and about $1.3 billion on Digitas in 2007. Digital now accounts for 37 percent of Publicis? revenues, but Omnicom doesn?t share those numbers.

Gareth Bale's fate took a dramatic twist on Sunday night when Spurs chairman Daniel Levy cut short his holiday and flew to London for crunch talks with the ?85million-rated winger.

Levy had informal discussions with the Welshman during his brief trip to Hong Kong for the Barclays Asia Trophy last week. The chairman was scheduled to fly back to Florida to continue his family? holiday, but instead he travelled to London on Sunday to meet Bale after the winger touched down at Heathrow at 5am.

Bale has a strong relationship with staff and supporters at the club but he wants answers from Levy as Real Madrid prepare to test Tottenham with a world record bid.

That may still not be enough to keep him as Real continue their seduction campaign with the player?s agent.
